Unified Carrier Registration (UCR)
Interstate motor carriers are required to register and pay fees annually under the Unified Carrier Registration Agreement (UCRA) before operating in interstate commerce. The UCR filing opens for 2023 registrations on October 1, 2022. If you miss the deadline, the registration fee is still due, and you may be subjected to state penalties.

Who Needs A Unified Carrier Registration Filing?
Having a Unified Carrier Registration (UCR) is mandatory for all trucking companies, even if drivers have individual licenses. Not having a UCR can lead to fines, vehicle detainment, and even business closure. The UCR applies even if your home state doesn't participate in the program, as long as you operate in or through states that do. Who Does Unified Carrier Registration Apply To?
The UCR Agreement applies to:
- Interstate for-hire property and passenger carriers
- Exempt for-hire carriers
- Private property carriers
- Interstate freight forwarders, brokers, and leasing companies
Carriers from Mexico or Canada operating in the U.S. are also subject to Unified Carrier Registration.
If you are an intrastate carrier, you never cross state lines or engage in interstate commerce, then you are not subject to UCR
