What is the New York Highway Use Tax and who needs it?
New York State imposes a highway use tax (NYHUT) for motor carriers operating specific motor vehicles on NYS public highways (excluding toll-paid sections of the New York State Thruway). The weight of the motor vehicle and the method that you choose to report your taxes determines the tax rate that you must pay. In order to receive a HUT, you must first obtain a certification of registration and decal for every vehicle in your fleet.
Registration types
There are two types of registrations:
- Any truck, tractor, or another self-propelled vehicle with a gross weight of over 18,000 pounds is required to have a HUT certification of registration. If you elect to the unloaded weight method to file your returns then certification is required for any an unloaded weight of over 8,000 pounds and any tractor with an unloaded weight over 4,000 pounds. If you elect to the unloaded weight method to file your returns.
- An automotive fuel carrier (AFC) certificate of registration is required for any truck, trailer, or semi-trailer, or other attached device transporting automotive fuel. They must adhere to their proper use.
Other vehicles may be exempt from the HUT registration requirements if used exclusively for an exempt activity.
New York Highway Use Tax returns and filing requirements
It is a requirement to file for a highway use tax return even if no quarterly tax is due. This includes any other person that will pay any tax due to operated vehicles under the certificate of registration.
Your tax is determined by miles traveled for New York State public highways, and the weight of the motor vehicle.
You must choose between the gross weight method or the unloaded weight method to compute your taxes. Once you select the method, you:
- must use the same method to compute your tax for each return filed during the year,
- cannot change the selected method until the following year, and
- must use it for all your vehicles.
Pay On Time and Accurately to Avoid Enforcement Actions.
Unpaid tax bills should be paid immediately. Paying all bills will help to avoid accruing larger penalties, increasing interest rates, and will avoid civil enforcement actions including tax warrants, levies, income executions, and seizure and sale of assets.

New Mexico Weight Distance Tax Permit
New Mexico Weight Distance Tax Permit is a requirement from owners, operators, and registrants, of interstate and intrastate commercial vehicles. You can file for the New Mexico Weight Distance Permit online quickly and easily by clicking here. Regardless of having an IFTA license, owners must declare their vehicle if a gross weight or gross vehicle weight is 26,000 pounds or greater. The tax is based at a rate determined by the weight of the vehicle and miles traveled on New Mexico Highways. Any registrar is under a requirement to renew their permit annually. An entity subject to the weight-distance tax permit (WDT) is under a requirement to file a New Mexico weight distance tax return on a quarterly basis. There is a requirement to pay the tax due to the MVD.
Reminder: Vehicles with a title in New Mexico that are subject to the weight -distance tax and traveling intrastate will issue a weight distance-plate. A vehicle will be issued an IRP plate titled in New Mexico if it is subject to the weight-distance tax and traveling interstate.
File your NM Weight Distance Tax Returns by:
- April 30 (for the quarter January 1 through March 31)
- July 31 (for the quarter April 1 through June 30)
- October 31 (for the quarter July 1 through September 30)
- January 31 (for the period October 1 through December 31)
These permits are valid through December 31st of the year of their issuing

TX DOT Number (Texas DMV Number)
A Texas Department of Transportation number (TXDOT) is a number specifically issued for commercial vehicles in Texas. Operators that have obtained a TXDOT number are required to have it displayed in a visible location on the registered vehicle. Do I Need a TXDOT Number?
It is a requirement that Carriers who operate an intrastate commercial vehicle in Texas to register for a TXDOT number in order to obtain Texas intrastate authority. Due to this application, you are required to pay a fee. Your insurance company will file a Form E for the amount and if you have paid your fees to TXDMV, a UIN will be issued to you. The UIN will convert of an active TXDMV Certificate Number.
You are required to obtain a TXDOT Number if you:
- Operate/Own a vehicle (or combination of vehicles) with a gross weight, registered weight or gross-weight rating exceeding 26,000 pounds
- Operate a farm vehicle with a gross weight registered weight or gross weight rating of 48,000 pounds or more.
- Transport hazardous materials in a quantity that requires placarding.
- Operate a vehicle designed to transport more than 15 passengers, including the driver.
- Operate a commercial school bus.
- Transport household goods for compensation, regardless of vehicle weight.
A motor carrier registration (TXDMV Number) is available for seven calendar days, 90 days, as well as one year or two years. A carrier certificate of registration is non-transferable between carriers that register as a sole proprietor, therefore cannot be interchanged.
Important Note: An active USDOT Number is a requirement before applying for Texas trucking authority via the TXDOT Number. Therefore, You must obtain a USDOT number before applying.

Pennsylvania Utility Commission (PA PUC)
A PA PUC Number is the number provided by the Public Utility Commission of Pennsylvania for commercial carriers of property, excluding household goods, when providing transportation between points in PA. As a non-IFTA registrant, you should have a PUC Number if your business is conducted inside Pennsylvania state borders. The PUC requires an annual filing that may assess a fee of under 1% on gross sales of all business conducted between locations in PA depending on your business type. Doing intrastate business in the State of PA without getting the authority from the PUC can result in fines of $1000 per violation.
When do I Need a PA PUC Number?
When both the origin and destination of your trip are in Pennsylvania and if you are compensated for that trip then you need to apply for a PUC (utility) number. Taxi and Limousine service in the city of Philadelphia are under the jurisdiction of the Philadelphia Parking Authority (PPA). A Federal Department of Transportation (DOT) and / or Federal Motor Carrier number do not authorize you to do intrastate business..
Can I Operate in Pennsylvania Before I Have a PUC Number?
No. An application must be filed, and a certificate must be issued before intrastate transportation service may be provided or advertised.
What Type of Insurance is Required?
Commercial insurance. Insurance forms have to come from an insurance agency or underwriter directly. Cargo waivers have to be signed by the applicant. On hook insurance is not acceptable.
